Understanding the GST on Packers and Movers Bills
When you hire professional movers for relocation or shifting services, the Goods and Services Tax (GST) applies to your bill. Since the introduction of GST in India on 1 July 2017, the way moving services are taxed has changed significantly. It’s important to understand how GST is calculated so you’re never overcharged or confused about your moving bill.
What Is GST for Packers and Movers?
GST is a unified tax on services and goods in India. For moving services, the GST rate depends on what services you are actually getting — not just one flat tax. Professional movers in India are generally treated under Goods Transport Agency (GTA) services and related moving services.
GST Slabs That Apply to Moving Services
- 5% GST – Transportation Only: If you hire a packers and movers company only for transportation — meaning you pack, load and unload on your own and the company simply transports your goods — then the GST charged should be 5%. This is the standard rate for transporting goods by road without additional services.
- Important: This 5% applies only where no value-added services (like packing, loading, unloading) are provided by the company.
- 18% GST – Full Packers and Movers Services: When you opt for a complete relocation package from a professional mover — including packing your items, loading everything into the vehicle, transportation / transit, and unloading and unpacking — the applicable GST rate is 18% on the total service charge. This is the current standard rate for comprehensive moving services in India, because the service includes multiple value-added components such as labour and packing materials. This 18% GST covers the entire bill when a mover provides holistic shifting services.
Additional GST Situations
- Insurance Coverage: If you opt for transit insurance (goods insured during the move), the GST on that insurance is also charged at 18% — the standard rate for most financial/insurance services.
- GST Exemptions: GST may not apply if you don’t use a GST-registered mover’s services, or if your total transport service is very low in value (e.g., less than ₹1,500 for certain simple movements), or if you handle everything yourself without hiring professional help. However, once a professional mover is involved, GST needs to be charged at the correct applicable rate.

Common Misunderstandings About GST on Movers: Many customers mistakenly think moving services are always taxed at 5% — often because they see only transport being discussed. But the correct GST rate depends on the services included:
- Only transportation — 5% GST
- Complete relocation services — 18% GST
- The 12% and 28% GST slabs are not normally applicable to standard packers and movers services under current GST rules. Also, charging 28% GST for packers and movers services is not appropriate under GST law; the applicable rates for moving services are expected to remain at either 5% or 18% depending on your service package.
What Your GST Bill Should Include
- Your mover’s GSTIN number
- Service details (packing, loading, transport, etc.)
- Amount charged for each service component
- Applicable GST rate (5% or 18%) on each component
- Total GST amount charged
You are entitled to a detailed GST bill/claim format that lists all of this, and you should always verify your mover’s GSTIN to ensure your invoice is valid and your claim is defensible if needed.
